Theres no mention of what kind of organism owns the sperm cell that you mentioned, so Im gonna assume its a humans sperm cell.
A human sperm cell contains only 23 chromosomes. This is because a sperm cell is a gamete or sex cell. All gametes undergo the reduction-division stage in cell cycle called meiosis. Meiosis reduces the number of chromosomes from diploid (2n) to haploid (n) in gametes to avoid increasing the number of chromosomes per generation of organisms. This is why your parents have 46 chromosomes and so have you. This is because when the sperm cell of your father had 23 chromosomes, and your mothers egg cell had 23 chromosomes which makes 46, the correct number of chromosomes in a human.
